TL9000 is a standard developed by Quality Excellence for Suppliers of Telecoms (QuEST)
forum, a global partnership of over 140 telecoms suppliers and service
providers. It represents the joint efforts of service providers and suppliers to
implement requirements and improve the overall quality of telecom products and
services across the global telecom supply chain. It is a superset of the
International Standards Organization's ISO 9001:2000 quality standard and
encourages the development of partnerships between customers and suppliers that
jointly set expectations for continual and measurable improvements in product

May of 2004; the US facility achieved certification in September 2005.
